Synopsis: This work describes a diagnostic
approach to appraise an organization's readiness to participate
in an inter-agency public safety alliance. The document contains
an overview of an assessment process, a description of the criteria
underlying the process and a diagnostic instrument to assist with
the evaluation of an organization's current capacity to engage in
inter-agency collaborations.

Synopsis: This monograph picks up where the
assessment process ends. Jurisdictions which have completed the
diagnostic phase, and found that their infra-structure is "in
good shape" can use the framework outlined in "Assessing
Organizational Readiness for Collaboration: to begin the actual
work of developing a public safety alliance.
